Job Duties

VDOT's Bristol District is seeking a highly qualified Program Management Specialist Senior.

The purpose of this position is to plan, organize, monitor, and direct all work activities and resources necessary for the successful completion of assigned projects. You will provide oversight of project development, scheduling, estimating, funding, and federal obligations for a wide variety of projects related to highways, structures, drainage, and the environment.

Minimum Qualifications

• Ability to analyze complex financial data, work with detailed numerical data and generate reports.

• Considerable knowledge of federal, state, local transportation laws, regulations, policies and operations.

• Skill in leadership and consultation.

• Skill in the use of computers and software applications.

• Considerable understanding of interrelationships between transportation project data, including phases, schedules, and estimates, and the SYIP, SSYPs, STIP and TIPs, and federal strategy.

• Ability to communicate effectively orally and in writing with diverse audiences to including mediating difficult issues.

• Considerable knowledge of transportation funding to include budgeting and finance.

Additional Considerations

• A combination of training, experience, or education in Civil Engineering, Financial Management, Business or related field desired.

• Skill in the use of iSYP, PAM, Cardinal, Project Pool, Federal Strategy Database, and Project Closeout Database.

• Certification in Project Management.

• Extensive experience in financial management, highway design and engineering, roadway construction, planning or programming.
